2023 Toyota Corolla evo one doesn’t go past step 5

I am at step 5 of the Programming Procedure on a 2023 Corolla with key. I get through step 4 and the blue light will flash and then turn solid but when I start the car for step 5, the blue light stays on solid and the red light does not come on the install pretty easy and straight forward.

After step 4, turn the car off first (step 5) and then start the vehicle (step 6). If the lights still do not change you will have to verify the IMI and IMO wiring.
